Protecting the Peace: How Bazley Residents Can Address Unauthorised Gatherings

Recently, the Bazley Residents Association (B.R.A.) received a number of complaints from homeowners regarding a Sunday gathering taking place on Hilltop Road. Concerns raised include excessive noise, traffic congestion, and the overall impact on the peace and character of our village.

On behalf of the community, the B.R.A. approached Alan Cutten, the DA candidate for Ward 10, who has always made himself available to assist Bazley residents, even though we technically fall within Ward 7.

Alan confirmed that, under Umdoni’s planning scheme, a residential property may not be used as a place of worship. The correct procedure in such cases is for affected residents to lodge formal complaints with Umdoni Municipality Customer Services. These complaints should clearly outline the issues experienced — such as noise disturbance, traffic, and the property being used for unauthorised purposes.

Once a complaint is lodged (via WhatsApp or email), the Municipality will issue a reference number. These reference numbers are essential, as they ensure that the matter is logged and can be followed up with the Planning and Development Office for investigation.

To coordinate this process, residents are asked to email their reference numbers to the B.R.A. at info@bazley.org.za. The B.R.A. will then provide them to Alan, enabling him to follow up directly with the Municipality on behalf of the community.

The B.R.A. will continue to liaise with Alan Cutten on this matter and keep residents updated.

Dear Umdoni Customer Services,

I wish to lodge a formal complaint regarding the property on 14 Hilltop Road (ERF 77), Bazley, which is being used as a place of worship.

This property is zoned for residential use and is therefore not permitted to operate as a place of worship under Umdoni’s planning scheme. The gatherings are causing:

  • Excessive noise disturbance
  • Increased traffic and congestion
  • A negative impact on the peaceful residential character of the area

I request that this complaint be logged, and a reference number issued so that it may be investigated by the Planning and Development Office.
